Heinrich used the theory that capacity for knowing is an important adaptation to extract adaptive information from the environment, which is still relevant to the current human interactions. The research recognized that considering the cultures central to human life resulted in a formidable evolutionary theory in status psychology. However, considering that humans have to depend on information for survival, the huaman specks must have evolved in line with social status that occurs parallel to dominance, and is related to affective and cognitive processes (Heinrich, 2011). In such cases, where a species depends on learning from others to a large extent to improve some aspects of its behavior, such process will effectively alter the environment faced by the natural selection that impacts on the human genes. Therefore, as humans continuously use their cultural learning abilities, the abilities give rise to continued cultural evolution. Such continued cultural evolution leads to development of complex adaptive practices, techniques, tools and other bodies of knowledge related to human behavior, and edible plants in such habitats (Heinrich, 2011). This aspect is relatively new and explains how humans adapt and survive in extreme situations as studied under anthropology. Consequently, cultural adaptations continue to improve over many centuries, which mean that when humans are stripped off their cultural adaptation, they become hopeless species that can easily be wiped. Sturt (1) explains that human evolution has higher probabilities of being a continuous process and not according to the currently accepted model of distinct changes that characterize a shift from one species to the next. Therefore, species would be best described to be semi homogenous over time, which is a new shift from what is already known in evolution regarding the shift from one species to the other in distinctly defined times. According to Sturt, there is no smooth development in morphology; what is perceived to be skeletal change results from a small flaw in the long genome configuration. The stability in certain species as observed would be explained by stability between marked changes in such genome flaws. The fossils currently known to humans offer an exaggerated perception regarding evolution in that the fossils are widely spaced in time, implying the difference between such fossils represent a continuous evolution processes to differentiate one species from the rest. Sturt (2) explains there is no much difference between the current human species and the Neanderthal man since they are only separated by several hundreds of years. Similarly, the brain followed the same evolutionary process, and it is the physical part in which rational decisions can be coded and decoded to differentiate between man and ape. Since such physical factors have to be passed down the genetic tree, it would f ollow that if these features increased the survival of the individual possessing them, they are gradually enhanced till the whole population acquire them through natural selection. Different leaders can emerge through a group of people and stand out as having those skills required and others are select from groups of people who have all be looked at or applied for the same position. In this task I am going to looking into how leaders might emerge or be selected. A lot of people believe that leaders can emerge through groups by showing their natural abilities. I personally believe that this is true to a certain extent because all good, effective, respected leaders do seem to have a natural talent to lead a group of people to success. This natural talent consists of certain qualities that really so put them above other people who may be around them. These qualities could be: * Communication skills * Integrity * Problem solving * Courage * Quick thinking * Luck A number of people have looked at and researched the type of qualities that leaders have and have come up with Trait Theories. Psychologists such a Bird (1940), Warren Bennis (1998), Stogdill (1948) and Mann (1959) have all come up with similar theories. They all say that leaders are people who can express themselves fully. They are people that know what they want, why they want it and how to let people what they want to a team or people. In they receive the co-operation, respect and support of their team. They explain how good leaders, such as Margaret Thatcher, Nelson Mandella etc, have a number of general or individual qualities or traits. Early research into traits showed that these different characteristics that appear to separate the leaders from the followers. John Gardner looked at large number of organisations in the USA and the people in charge of them. He came to the conclusion that people who had the qualities are good leaders and have a high chance of getting tasks done effectively and quickly with the utmost success. The British Army is one of the public service organisations which has a huge emphasis on leadership and having good leaders. They have two separate levels of entry one for squadies and the other for officers. Before people join the Army the recruiters look for the trait qualities of a good leader within them and in their academic records and put them through the selection procedures for officer level. This branch of selection as well as being based on the general fitness required for Army life. They assess recruits on their ability to use their natural qualities and take a group of people and impose their own will on these people to get them to be and effective force for whatever situation gets thrown their way. During this time they look for high levels of confidence when instructing people, normally their peers, on what they have to do. As well as confidence they look for problem solving skills by setting command tasks. Here the assessors look for the for the ability to make and instant decision after being faced with a challenging situation and then being able to give clear orders on how they want the task to be completed in the quickest and most effective way. This will be done at a Regular Commission Board (RCB). It is designed to find out whether a person is capable of the Army Officers role. Every officer applicant must pass before proceeding to officer training at the Royal Military Academy Sandhurst. The RCB is carried out in Westminster and it lasts for four days. In the long run this is a good way of getting the right leaders in the Army who will lead their men to success. It is designed to take the raw natural talent of an individual and mould it into a great leader for the British Army through encouragement and expert training. This gives all potential officers the basic ideas on how to take charge of a large number of people but offers no real hands on experience until they have finished training and they are in the battlefield in a real life situation. The Armys two tear holds very good for those who want to take the officer route but these people may be young and unable to release their potential, without any real military experience behind them. On the other hand it holds no favours or advantages for those who took the squadie route. These people may be the people who didnt have the academic grades or signs of potential before they joined but have come up through the rank structure and shown that they can take a group of people and turn them into a good team. From here it seems obvious that a person with these qualities and some sort of military experience should be given the opportunity to be an officer. It isnt as easy as it sounds though and more often than not they will stay within the ranking structure of a squadie. In other public services, such as the Police, every person starts of at the same level, Police Constable. This allows everyone to develop qualities at the same rate and eventually the right leader will emerge through the job. When people have made themselves seen for having the qualities they hold and the potential to be promoted to the next stage up. To reach this next stage they have to take part in a promotion board with and exam at the end to be promoted, to Sergeant from PC in the Police force. This system unlike the Army gives everyone the opportunity to show their qualities and ability to be a leader. Unfortunately its a very long process and is subject to job availability. Just recently though the Police have introduced a high potential development system. Like the Armies officer training route it is a system set to spot potential early and offer a fast track to promotion with people who have the right characteristics. Similarly to the Army a weakness of this process is that candidates my lack experience and possible respect from their team. Leaders can also emerge as leaders due being faced with a challenge i.e. conflict, operation or even a major disaster. These situations can sometime bring the best out of some people where they need to take the situation by the scruff of the neck and get the team through it successfully. Sometime this can be good when you are faced with situations like this regularly but when it comes to a day to day basis and there is nothing to give the adrenaline rush that may trigger this kind of reaction are they able to give the same type of control. Task 6b Within the public services there are a number of selection processes that evaluate and make the most of leadership shills and qualities. I am now going to look at the RCB I mentioned before and evaluate how good it is and how effective it is to turn out good leaders. The RCB is made up of two parts the briefing and main board. All candidates have to do the two day Briefing process which assesses the candidates suitability to go on to the Main Board. It also provides information on the structure and role of the Army and also candidates will be informed on what they can expect and what is expected of them on the main board. During this briefing there are a number of different tasks to be carried out by the candidates. One of these tasks being a computer based assessment known as an ACMAP, Army Commission Mental Aptitude Profile. This gives the assessors information on the candidate verbal, numerical and abstract abilities. A long side this there are a number of other activities which bring individuals up to the same standard so that candidates can give of their best when attending the Main Board. Throughout the process various Military Officers will assess the candidates. After this each candidate sits a debrief interview. During the interview the Officer will explain to the candidate how well they did and give them their results. Selection for the Main Board is based upon the potential shown by candidates at the Briefing. Prior to selection, candidates will be required to meet our physical selection standards. The briefing before the main RCB is designed to asses all candidates on their potential before taking part in the RCB which then leads on to officer training and entry into the Army at officer level. If this didnt take place some people who werent capable of leading a group of people into war or like situations. From this they can select people with high potential to take part in the RCB and be very effective officer within the Army structure. The Main Board forms the second component of the assessment and selection process for entry to RMAS and lasts four days. The Board selects from the field of suitably qualified candidates, those with the potential qualities of character, ability and leadership who should, after training, be able to command a sub-unit (platoon or troop) in the performance of common military tasks in peace and war. Arriving mid-morning of day one, candidates complete the battery of physical assessments then go on to complete an essay and undertake the computer based assessments: Army Commission Mental Aptitude Profile (ACMAP) Multiple Choice Assessments (MCTA). Day two gets under way with an Opening Discussion followed by a number of interviews designed to show the Army what you have to offer. Remember, sell yourself, make us want to buy. The remainder of day two is given over to outdoor activities including Opening Tasks and the Opening Race. Day Three commences with the written Planning Exercise leading into the discussion element where you are expected to answer some questions relating to your chosen plan. It is the one part of the Main Board that candidates never forget. After being inside for the morning, attentions once again turn to your performance outside in the Command Tasks and Individual Obstacles. The day culminates in a formal dinner in the Mess, this is a chance for candidates to sample life as a young officer. The last day of the Board is the last chance to show us what you have to offer. This is done in the form of the Closing Race where candidates must complete a number of objectives in a given time. After the race the Brigadier gives candidates a closing address before departing RCB. Over the assessment phase you will have shown the Board members your potential and it is this that the Boarding conferences are based upon. Board members discuss the evidence that they have collected and use this to reach the Boards decision. Candidates dont compete against each other at RCB, they compete against a standard; above the line and you pass, below the line and you fail. Ralph is the first character to be introduced; he is introduced as being ‘the boy with fair hair’. Here Golding has played with the idea of Hitlers ideal, fair hair, blue eyes, etc. to show that Ralph has a seemingly perfect physique. His fair hair also shows that Ralph is a seemingly good character, because the idea of his hair being light in color contrasts any boy who has dark hair. This is a very conventional way of representing characters which is used due to the time in which Golding was writing; nowadays writers would try to stray away from this idea. One of the first actions which Ralph performs is to pull up his socks; this symbolizes the idea that he still retains the rules and regulations of being in a school environment. When Piggy places his trust in Ralph, Ralph uses this to gain the respect and friendship of Jack. This suggests, along with him being voted as chief and the way he handles Piggy when he confronts him about his nickname, that he is the politician of the group. Ralph is quite immature in the way he expresses joy, standing on his head, which suggests that he is not the most adequate leader. He is also not as intelligent as Piggy and without Piggys help with the Conch he could have never become Chief. Piggy is introduced as ‘it’ then the ‘voice’ and then ‘fat boy’. His physical body is also unattractive he is the fat boy or ‘Fatty’. He is introduced this way so that we immediately dislike him, and take the side of the other boys who bully him. Later on in the chapter we realize Piggys importance, he is always right, so when Ralph suggests they will be rescued soon and Piggy believes that they won’t, we know that they will not be rescued soon. Although we know that the ridiculing of Piggy is a natural thing for boys to do we still blame the boys for doing it as we believe we would not do the same. When Piggy meets with Ralph Piggy immediately offers Ralph friendship by asking his name, but Ralph rejects Piggy because of his appearance, as we would expect. But Piggy continues to place trust in Ralph as he does not want to be the social misfit which he is used to being, as suggested by his continual mentioning of his Auntie which suggests a sheltered home life. He places his trust in Ralph by firstly telling him his nick name and secondly by exposing himself to Ralph. As revenge Piggy does all that he can, he with holds his vote for Ralph for a short period when the vote for chief is occurring. This expresses his anger. Piggy asks everybody’s name as it gives him some security and allows him to enter a social group, but only the younger children tell him their names as they do not see him with the same prejudice and so look up to him as a ‘bigger boy’. But when Jack arrives Piggy is intimidated, because of Jack’s appearance and authority. He shows this by cowering behind Ralph, which also expresses his respect and trust in Ralph. Jack is introduced as â€Å"the boy who controlled them†. Jack looks smart and impressive and so Ralph wants to become his friend. When Jack informs us of his name he tells the group that he wishes to be called Merridew. This is because this is the name which he has been called at school and been held in high regard allowing him to have authority, but what he does not yet realize is that his ‘title’ means nothing now. Ralph on the other hand is happy with his identity and so doesn’t mind being called Ralph. Jack is a stereotypical bully which explains why Ralph is intimidated by him. He shouts, orders, and is usually aggressive. Jack is used to being in control and so when he joins the group he automatically tries to take control. However when it comes to the vote, only the people in the choir who still respect his authority, unwillingly vote for him. When Ralph is voted to be chief, Jack is mortified, but Ralph realizes that Jack could be a powerful ally and so consoles him by offering the title of Hunter. This gives Jack some authority outside of the choir and gives him the chance to undermine everything which Ralph says.

The Lesson

The story â€Å"The Lesson,† by Toni Cade Bambara, is about a young girl named Sylvia who is accompanied by a group of her friends from her neighborhood and her elderly neighbor named Ms. Moore, who tries to teach all of them a lesson about life. â€Å"The Lesson† is a realistic story that takes place in the mid-20th century that exemplifies the true difference between upper and lower classes during that time period. Although Sylvia might come off as a mean and cocky little girl, you can tell at the end that there is something deeper to Sylvia when she begins to reflect on her ay with Ms.Moore and actually seems to gain something out of the situation and you can tell Just how much sharp of an observer she truly is. Throughout the entire story, it is clearly shown that Sylvia is a mean girl. Right when Ms. Moore is introduced at the beginning of the story, Sylvia describes how she feels about her. â€Å"And we kinda hated her† (Bambara 60). She also says, â€Å"A nd I'm really hating this nappy head bitch† (Bambara 60). Although Ms. Moore is doing the children all a favor, Sylvia doesn't seem to care and doesn't even want to give her a chance.Another example for when Sylvia shows Just how mean she could be is right when she starts talking to Ms. Moore with all the other kids about money and about them going to the toy store, Sylvia mentions other things that she would rather be doing instead. â€Å"And would much rather snatch Sugar and go to the Sunset and terrorize the West Indian kids and take their hair ribbons and their money too† (Bambara 61). Not only does Sylvia come across as a rude little girl towards her peers and to the people she actually knows, but to other random children.She comes off as the neighborhood bully. Additional proof to show Just how mean Sylvia can be is when she asks Ms. Moore why she brought all of them to the toy store. Ms. Moore just simply tells Sylvia that she sounds angry and wonders why she is mad. â€Å"I'm mad, but I won't give her the satisfaction† (Bambara 64). Even when Ms. Moore Just tries to see what is bothering Sylvia, she has an attitude. Although it was Just a simple question, and Ms. Moore didn't mean it in a mean way, Sylvia still has to come off as this rude little girl.Even at the very beginning of â€Å"The Lesson,† you can already tell that Sylvia is a very ocky person. The author opens up the story showing a clear view of Just how cocky Sylvia can be. â€Å"Everyone was old and stupid or young and foolish and me and Sugar were the only ones Just right† (Bambara 60). Sylvia is implying that when it comes to her friends and everyone else she is surrounded by, she is ultimately better than them all. Sylvia's close minded cocky attitude is also shown when Ms.Moore is discussing money with the children. Sylvia acts as if she knows everything and Ms. Moore is ignorant for even bringing up such a simple subject about how money works. And M iss Moore asking us if we know what money is, like, a bunch of retards† (Bambara 60). Considering Ms. Moore is trying to do the young children a the way of her retaining the true value out of what Ms. Moore has to say. More proof to show Just how cocky Sylvia is, is at the very end of the story. After the day is done with Ms.Moore, the children decide they are going to go to Hascombs and get cream soda's. Sylvia's cousin, Sugar asks her if she would like the race down there. â€Å"She can run if she want to and even run faster. But ain't nobody gonna beat me at nuthin† (Bambara 65). Considering everything she had Just gone through and getting a reality check about life, Sylvia is still so convinced that she is the best. This shows just how much confidence she truly has in herself but at the same time her high level of confidence is easily mistaken for cockiness.Although Sylvia's attitude often gets the best of her and she seems to be Just a rude little girl, at the very end of the story you can tell that there is much more to her than you might think. You can get a better understanding of Just how sharp of a girl she truly is after the day with Ms. Moore comes to an end. When the children all decide to go get cream soda's at Hascomb's, Sylvia decides to not Join in with the rest of them. You can tell she has a lot going through her mind after getting a taste of reality by Ms. Moore. I'm going to the West End and then over to the Drive to think this day through† (Bambara 65).You can assume that although Sylvia is too stubborn to admit that she has actually gotten something out of that day, she keeps to herself and decides to reflect on what she had been introduced. Another time that Sylvia seems to let her guard down and kind of shows how she is observant to her urroundings is when she is about to walk into the toy store. She doesn't understand what the big deal is about going inside but at the same time she Just doesn't feel comfortable abou t going in. But I feel funny, shame† (Bambara 63). At this point Sylvia begins to realize that there is something to this trip to the toy store. For a second she doesn't feel as cocky and is almost insecure with herself to where she can't bring herself enough courage to Just walk into the toy store. It seems that Ms. Moore's lesson does actually affect Sylvia in the long run. She ets her mean, cocky demeanor down Just long enough to show the reader that she actually did get something out of that day.Considering the fact that she does only have that brief second of where you see her whole attitude change, you can understand Just how set in her ways she truly is. From coming off as a rude little girl throughout the entire story and then all of a sudden for that short time you get to see her actually take what she saw into consideration, you can get a better idea that there is more to Sylvia than what is illustrated to the reader throughout the duration of the story.

Now in 1923, after everything was settled and there was peace, many new changes happened under Kemal. First, Kemal made changes in the government. He got rid of the Ottoman empire, overthrew the Sultan, and made Turkey a republic. Next, Kemal secularized Turkey (secularized- no main religion in place). Turkey had been an Islamic Empire but when Kemal overthrew the Sultan, the religion was no longer dominant. Kemal tried to separate church and state, like the Europeans. Sometimes the term ‘abstract data structure’ is used  in place of abstract data type. The basic idea here is that we are involved in the real structures to store data. In this scenario, the one most simple abstract data structure is the  Linked List. Basically, a linked list is described through the techniques that are applied on it, which includes  tail,  head, cons  and is-empty. In addition, a list based data structure is an ordered linear structure. In this scenario, its head is the initial element in line; list data structure tail is the list composed of all the elements besides the fi rst. The cons of an element of a list is the list data structure whose head is that element, as well as whose tail is the unique list. Moreover, a list can be empty; in that scenario it could generate an error if someone attempts to access its tail or head; however an element can be considered to it to have a new list (Huntbach, 1999). What is Abstraction? The fundamental idea of abstraction is that a data type should be described simply in the form of processes that are applicable on objects of its kind, not in scenario of how the category is applied on a real computer (for example, an array or a stack). In this scenario, the objects of a specific category are built and checked simply through processes calls that raise the access functions for that particular type. In addition, it allows the programmers to change the data type without making any change outside the module of code in which that type is defined. In this case functions can be performed to generate an empty stack, to drive values onto a stack, as well as to pop values from a stack (BookRags, Inc., 2012). Main Features and importance for Computing From the perspective of abstract data structures, an abstract class is a class that does not encompass an application for one or more techniques. Literacy is excellent Essay â€Å"Nearly a billion people entered the 21st century unable to read a book or sign their names† (Shah 1). Malcolm X describes his experience and struggle not being able to read or write until he got into prison. All he could ever do in prison was sit there, so he figured he would make light of his incarceration. So what he did was study a dictionary and read books to gain a better understanding and learn much more than he had before. Then with doing that, it made him feel free and empowered with his newly found intelligence now knowing what other people had discussed and had read. Malcolm X came up in a segregated time in the United States where black men and women weren’t allowed to be well educated or earn much of a living. Only having an 8th grade education can keep you trapped in your own mind. Therefore, the significance of literacy is immeasurable due to the fact that it is limitless on what you can do with it. Reading and writing has impacted our lives forever and in so many different ways. Write a letter, text a number, or do homework in a textbook. All these situations and more are due to the fact that people over time and now can read and write. The way we first started communication was through drawings known as hieroglyphics; that then transformed over time into different letters and we could finally write down information. That advancement led us to be able to keep records, talk to people without being face to face, and just write down information. â€Å"In my slow, painstaking, ragged handwriting, I copied into my tablet everything printed on the first page, down to the punctuation marks† (Malcolm X 641). Literacy was hard for him to pick up because it was new to him, and also he didn’t have the resources or materials we do now to help him. Communication since then has exploded to the point of other people learning how to read and write other languages and schools being opened to teach a number of new people how to read and write. Communication therefore led us to advancements in communication. We can now talk to someone halfway around the world without spending a fortune for travel fares. The human race in total can read and write so well that we have taught machines like computers, cars, and phones to now read; something we didn’t have just around 20 years ago. Without communication there could be no advancements and without advancements there could be no communication. Therefore, learning to read and write is key in everything we do and come up with. My cousin also had a problem with reading and writing all through school, and even after he graduated. Unlike Malcolm X, when he was younger he kept trying to give up on doing it because it was frustrating and confusing to him. He hated having to learn something he never understood properly and regrets trying to give up for all those years because it’s still a problem now. Having that happen to him has deterred me from me giving up on something I don’t understand so it doesn’t get worse for me or stay a problem forever. Cognate to Malcolm X, I tried over and over to be at least semi-literate in everything I could. For example, when I was in middle school I would always watch the Lincoln high school NJROTC spin rifles and I knew I would do that one day. So in ninth grade I practiced hard and finally learned how to do just about everything they can do and was able to be in the parade. Also cognate to Malcolm X, I believe learning to be literate in anything takes hard work, concentration, and dedication to the fact that you have to pay attention and learn what to do. 1945-Present The evolution of modern computers is divided into a few "distinct" generations. Each generation is characterized by extreme improvements over the prior era in the technology used in the manufacturing process, the internal layout of computer systems, and programming languages. There has also been a steady improvement in algorithms, including algorithms used in computational science, though not usually associated with computer generations. The following timeline has been organized using a logical breakdown of events and discoveries. First Generation of Modern Computers 1945-1956 With the beginning of the Second World War, governments sought to develop computers to exploit their potential strategic importance. This increased funding for computer development projects hastened technical progress. By 1941 German engineer Konrad Zuse had developed a computer, the Z3, to design airplanes and missiles. The Allied forces, however, made greater strides in developing powerful computers. In 1943, the British completed a secret code-breaking computer called Colossus to decode German messages. The Colossus's impact on the development of the computer industry was rather limited for two important reasons. First, Colossus was not a general-purpose computer; it was only designed to decode secret messages. Second, the existence of the machine was kept secret until decades after the war (Goldstine 250). American efforts produced a broader achievement. Howard H. Aiken, a Harvard engineer working with IBM, succeeded in producing an all-electronic calculator by 1944. The purpose of the computer was to create ballistic charts for the U.S. Navy. It was about half as long as a football field and contained about 500 miles of wiring. The Harvard-IBM Automatic Sequence Controlled Calculator, or Mark I for short, was an electronic relay computer. It used electromagnetic signals to move mechanical parts. The machine was slow (taking 3-5 seconds per calculation) and inflexible (in that sequences of calculations could not change); but it could perform basic arithmetic as well as more complex equations (Stern 47). Another computer development spurred by the war was the Electronic Numerical Integrator and Computer (ENIAC), produced by a partnership between the U.S. government and the University of Pennsylvania. Consisting of 18,000 vacuum tubes, 70,000 resistors and 5 million soldered joints, the computer was such a massive piece of machinery that it consumed 160 kilowatts of electrical power, enough energy to dim the lights in an entire section of Philadelphia.

One Country, Two Systems

One country, two systems â€Å"One country, two systems† is an idea originally proposed by Deng Xiaoping, then Paramount Leader of the People's Republic of China (PRC), for the reunification of China during the early 1980s. He suggested that there would be only one China, but areas such as Hong Kong, Macau and Taiwan could have their own capitalist economic and political systems, while the rest of China uses the â€Å"socialist† system. However, Deng rejected the proposed use of such a system for territories that are already under de facto PRC rule, such as Tibet.In the following research paper, the topic will be discussed in two different perspectives, both Hong Kong and Macau. Hong Kong Hong Kong's stability and continued development as an international city since reunification in July 1997 have depended upon the successful implementation of the principle of ‘One Country, Two Systems'. This framework ensures that Hong Kong retains its distinct identity and stren gths as an international business, financial, shipping and aviation centre.The ‘four pillars' of Hong Kong's success remain as relevant and important today as they did five, 10 or 15 years ago. These are: the common law system upheld by an independent judiciary; the free and unfettered flow of information; a level playing field for business; and, a clean, respected civil service. The Basic Law, Hong Kong's constitutional document, has provided the constitutional basis upon which the Hong Kong Special Administrative Region has continued to protect its capitalist system, as well as the way of life, the rights and freedoms of its residents.These include: equality before the law, private ownership of property, freedom of assembly, freedom of movement, freedom of religious belief, freedom of academic research and freedom to join trade unions. The courts continue to administer justice independently, while Hong Kong's own police, immigration, customs and excise and anti-corruption of ficers have remained responsible for maintaining law and order in the SAR. Hong Kong continues to maintain its previous economic system. It has maintained its renowned, business-friendly, low-tax system and its own currency, which has been linked to the US Dollar at a rate of US$1 to HK$7. 0 since October 1983. Mainland leaders have scrupulously adhered to a ‘hands off' approach, allowing Hong Kong people to administer their own affairs (except defense and foreign affairs) with the promised high degree of autonomy. As always, Hong Kong people have been quick to speak up if they have perceived that their rights and freedoms, or the systems underpinning Hong Kong society, are in any way being compromised or undermined. Hong Kong people have taken very seriously their role in shaping the SAR and the society in which they live.This has resulted in greater demands from the public and the legislature for an open, accountable and more efficient government. Hong Kong has continued to play an important role in international affairs. It remains an active member, in its own right using the name ‘Hong Kong, China', of the World Trade Organization, the World Customs Organization, the Asia-Pacific Economic Co-operation (APEC) forum and the Asian Development Bank and as an associate member of the Economic and Social Commission for Asia and the Pacific (ESCAP) of the United Nations.Hong Kong's presidency of the Financial Action Task Force (FATF) on Money Laundering in 2001-02 allowed the SAR to take a leading role in the international fight against terrorist financing in the wake of the September 11 terrorists attacks in the United States. At an Extraordinary Plenary Meeting, chaired by Hong Kong in Washington D. C. in late October 2001, the FATF's remit was expanded beyond money laundering to focus expertise on a world-wide effort to combat terrorist financing.A wide range of special recommendations adopted at the meeting will deny terrorists and their supporters ’ access to the international financial system. Representatives of the HKSAR Government have also continued to participate, as members of delegations of the People's Republic of China, in international organizations and conferences limited to states, such as the International Monetary Fund, the World Intellectual Property Organization, the International Civil Aviation Organization and the International Telecommunications Union.There are more than 130 binding bilateral agreements between the HKSAR and over 50 countries throughout the world. Areas covered in these agreements include air services, visa abolition, investment promotion and protection, surrender of fugitive offenders, mutual legal assistance in criminal matters, transfer of sentenced persons, customs co-operation, and co-operation on information technology and avoidance of double taxation. Hong Kong has also entered into non-binding arrangements with other foreign states, regions and international organizations.The se arrangements are often in the form of a memorandum of understanding and cover a spectrum of topics from co-operation in information and communication technology, environmental protection to cultural exchanges. More than 200 multi-lateral treaties apply to the Hong Kong SAR (of which more than 80 do not apply to the Mainland). They cover many areas such as international crimes, private international law, customs, marine pollution, science and technology, civil aviation, merchant shipping, intellectual property, health, investment, trade and industry, postal services, labor issues, human rights, transport and telecommunications.Hong Kong is home to a large consular corps and several important international organizations. At the end of March 2002, there were 55 consulates general in Hong Kong, 46 honorary consuls and six semi-officials missions. The United Nations High Commissioner for Refugees, the European Union, and the Bank for International Settlements, the International Moneta ry Fund and the International Finance Corporation/World Bank all maintain a presence in Hong Kong. Five years after 1997, ‘One Country, Two Systems' is firmly in place and ‘Hong Kong people running Hong Kong' is part of everyday life.With the election of the Chief Executive by an electoral college, a fully-elected legislature and an aggressive, critical media, government operations and policies have been subjected to increasing public scrutiny and pressure. In his Policy Address in October 2001, the Chief Executive Mr. Tung Chee Hwa outlined the government's initial thinking on ways to improve the system of accountability for senior officials. Detailed plans to take effect from July 1, 2002 were subsequently unveiled by Mr. Tung on April 17, 2002.The new system is designed to more clearly define the roles, powers and responsibilities of top government officials. It would also build on the civil service's existing strengths such as permanency, professionalism, neutrality, efficiency and freedom from corruption. Under the present government structure, civil servants play a critical role in the governing team. Policies are formulated by Directors of Bureau (often referred to as Policy Secretaries) and endorsed by the Executive Council (ExCo).Legislation and public expenditure relating to such policy initiatives needs to be scrutinized and passed by LegCo before being implemented by various bureau and departments. During this process, Directors of Bureau have inevitably taken on a political role, which does not gel with the traditional role of the civil service. Civil servants are generally employed on permanent terms. The question is how to improve accountability while at the same time recognize the importance of an impartial, permanent civil service. The new system of accountability announced by Mr.Tung aims to solve this conundrum. Under the new system, the Chief Secretary for Administration, the Financial Secretary, the Secretary for Justice and Di rectors of Bureau will no longer be civil servants but will be appointed on contract terms. They will be accountable to the Chief Executive for the success or failure of matters falling within their portfolios. Significantly, they will all be appointed to the Executive Council to play a direct role in the process of deciding on government policies as well as collectively allocating the resources within the government as a whole.Because of this, government's work will become more streamlined and efficient. This will also provide a better co-ordination in the formulation and implementation of policies. These new Principal Officials will assist the Chief Executive in developing and shaping policies, overseeing the implementation of policies, monitoring the delivery of services by executive departments and explaining developments within their portfolios to gain public support. They will respond to LegCo questions, introduce bills and take part in LegCo motion debates.They will attend me etings of LegCo Panels, subcommittees and committees to participate in discussions on important policies. The new accountability system is consistent with the Basic Law under which Principal Officials are nominated by the Chief Executive for appointment by the Central People's Government. At the policy bureau level they will be supported by Permanent Secretaries, very experienced senior civil servants, in analyzing and defending policies, steering executive departments and managing human and financial resources.Below the policy bureau level, various departments will remain responsible for implementing policies and delivering public services. With a clearer definition of roles, these Principal Officials will operate at the political level while civil servants will be loyal to the government of the day and maintain political neutrality. The merits of the new system are that the Principal Officials' roles and responsibilities are better defined and that they will need to be more accoun table to enlist the support of the legislature and the public.The new system responds to increasing public calls for a higher degree of accountability for principal officials, while maintaining the structure, role and ethos of the civil service. The civil service system will remain intact and there will continue to be a permanent, stable, meritocratic, professional and politically neutral civil service. The new group of Principal Officials will proactively gauge public opinion and strengthen communication with the public to gain a better understanding of community needs and to devise policies fulfilling these needs.They will work more closely with the legislature, proactively seek the views of LegCo members and strengthen communication with the LegCo to ensure a better working relationship between the Executive and Legislature. The new Principal Officials will be able to focus more attention on public demands and needs, and will be able to operate free from the restrictions imposed on civil servants. Macau The development of Macao since its return to the motherland demonstrated the strong vitality of the â€Å"one country, two systems† concept, said Edmund Ho Hau Wah, chief executive of Macao Special Administrative Region (SAR) in a special press interview.The concept was proposed by then Chinese leader Deng Xiaoping in the early 1980s for the reunification of China. Under the mechanism, Macao retained its capitalist systems after returning to the motherland on Dec. 20, 1999. The per capita GDP of Macao residents in 2008 reached 39,000 U. S. dollars, almost three times the average before its return, according to World Bank figures. The central government adopted a series of measures to support Macao's development.In two meetings with Edmund Ho Hau-wah in December 2008, President Hu Jintao and Premier Wen Jiabao said the central government would fully support Macao in dealing with the challenges brought about by the global financial crisis. At the end of last year, the central government launched nine measures covering finance, infrastructure, and regional cooperation, funding Macao's small-and-medium-sized enterprises, ensuring Macao's food supply, to help Macao tide over the economic downturn and promote integration of the Pearl River Delta region, which includes Guangdong Province, Hong Kong and Macao.Macao's water supply is at risk of salinization due to drought upriver. The central government and Macao's neighboring province shave adopted relief measures, including the construction of hydroelectric projects to ensure the long-term supply of drinking water to Macao. Government statistics show more than 33 million mainland tourists have visited Macao since 2004 and have generated an estimated revenue of more than 100 billion patacas (12. 66 billion U. S. dollars) — gambling revenue excluded.Under the support of the central government, Macao's land area has increased from 22 square kilometers before its return to about 30 square kilometers. In June, the ninth session of the Standing Committee of China's11th National People's Congress (NPC) passed a bill giving the Macao SAR jurisdiction over a new campus of the University of Macao on Hengqin Island, which was originally part of the southern mainland city of Zhuhai. In 2007, Macao implemented a 15-year free education system, which will run from kindergarten to senior high school. From my own experience, for the past 10 years, the central government has been strictly adhering to the principle of ‘one country, two systems' and the Basic Law of the Macao SAR. The central government has not interfered the inner affairs of the SAR,† said Edmund Ho Hau Wah. After its return to the motherland, Macao successfully held Ministerial Conferences of the Forum on Economic and Trade Cooperation between China and Portuguese-Speaking Countries in2003 and 2006 and the East Asian Games in 2005.With the support of the central government, the historic center o f Macao, which is home to more than 20 unique sites demonstrating the assimilation and co-existence of Chinese and Western cultures, has been inscribed on the UNESCO World Heritage List. â€Å"Since the founding of the Legislative Assembly of Macao Special Administrative Region, Macao has enjoyed complete legislative power and has enacted and amended more than 100 laws, which was quite unimaginable when it was ruled by the Portuguese,† said assembly president Lau Cheok Va.An election committee, responsible for electing the chief executive of Macao SAR, is composed of representatives from a wide range of sectors including industrialists, unionists, public service workers, religious figures and politicians. Dr. Leonel Alberto Alves, a legislator and â€Å"Macaense†(a Portuguese expression for Macao-born Portuguese or Macao-born person of Portuguese and Chinese or of Portuguese and another Asian ethnic group), said an estimated 20,000 â€Å"Macaense† lived in Macao and their rights were fully safeguarded and customs respected since Macao's return to the motherland.Overall, our view remains that the concept of ‘One Country, Two Systems' is an everyday reality in Hong Kong. The Role of Education in My life

Essay 1 – The role that education plays in my life Education has been a key point in my life and it has opened me the doors to many different experiences. Thanks to education I have had the opportunity to choose what I wanted to do in my life and decide where I wanted to live. Education has given me more freedom to make decisions. Plato said that education should be mandatory for everyone because is the only way to develop a just society (The Republic). The author defended that education is the process that enables man to become aware of the existence of another reality (Allegory of the Cave). I agree with Plato that there is another reality. In my opinion there are many realities as there are many perspectives of the world. However, I think that knowledge is not enough to understand the other realities and it is needed the experience to realize that there are more things behind our reality. In my opinion knowledge allows me to make my own decisions with freedom but I am able to understand the other realities through experience. Although philosophers insist that education is the process of learning different concepts and skills required to understand another reality, I will argue that experience has played a more important role in my education than the knowledge learned from others. In addition, I think that education’s role should be helping the people to choose freely rather than developing a just society. In my opinion, education and freedom are two very correlated aspects. I don’t understand education without freedom and vice versa. If I don’t have the freedom to study what I want I will not be able to make my own decisions in the future. My academic background started in Spain where I graduated from high school and I started studying Business Administration in college.
